Dan writes: 

This deck revolves entirely around cheating VP with Harleys. Both Justice League Harleys have ways to generate free VPs without attacking, so by playing defensively and building towards keeping Harleys in play, like true criminal masterminds, we can steal games without ever attacking. The Bat will never catch us!

To facilitate playing Harley early and often, Dan pairs Blackfire – Komand’r with Triple Threat to drop multiple Villains in a single turn. Card Burst quickly fills the discard pile with targets for Triple Threat and Cunning Plot, allowing even more copies of Harley to swarm the board and gain direct VPs (while filling your hand with more copies)! After the Harleys hit the discard pile (through defending or activating), Dan suggests the following line of play:  

Rebirth them back into deck, Legion of Doom to search them out again, and Triple Threat to replay them both. It’s no wonder the deck is so event heavy!

Hush and Clown Prince help find and protect the combo pieces, while the Battle Cards offer draw smoothing and additional ways to retrieve Harley from the discard pile. 

Other cards to consider: Starfire – Koriand’r, Ra’s Al Ghul – the Demon’s Head, Resurrection of Power
